Lem Turner (SR 115) over Trout River Bridge Replacement
Overview

A Project Development & Environment (PD&E) Study is underway to evaluate alternatives for the replacement of the Lem Turner Road Bridge over the Trout River.

The purpose of this project is to address structural issues related to the existing Lem Turner Road bridge over the Trout River and to make improvements to provide safe pedestrian and bicycle access along the corridor.

A Project Development & Environment (PD&E) study is the formal process that develops and compares alternatives to determine a preferred action that meets project needs, while minimizing impacts to the social, natural, and physical environments.

During the PD&E study, a number of activities are involved, including Data Collection, Purpose and Need Identification, Alternatives Analysis, Environmental Considerations, Public Involvement and Alternative Selection. A No-Build or Do Nothing Alternative, which would leave the Lem Turner Blvd. bridge over the Trout River bridge in its present condition, remains a viable alternative throughout the study. Engaging the public by sharing and receiving information is a key component of this process.

The FDOT investigated a range of alternatives during the initial concept development phase of the project. This included evaluating the effects of a No-Build or Do-Nothing Alternative, which would leave the existing bridge over the Trout River in its present condition. Below is the project evaluation matrix that provides a summary comparison of the No-Build to the Build Alternative. A No-Build, or do nothing alternative, which would leave the Lem Turner Road Bridge over the Trout River in its present condition, remains a viable alternative throughout the study. The No-Build Alternative would not implement the replacement of the bridge nor any roadway improvements that are proposed for the build alternative.

Ray Green Bridge. For your convenience, there are several options to participate in the public hearing including an in-person option, a virtual/online option, and a dial-in option. All participants, regardless of the platform they choose, will receive the same information on the proposed project and all comments received in-person, virtually or electronically will be given equal weight and included as part of the public record for this hearing.

IN-PERSON OPTION — Thursday, October 5, 2023, Open House: 4:30–6:30 p.m., Presentation & Public Comment period: 6:30 p.m. Attend in person at the FSCJ North Campus Multipurpose Room (Building A – Room A236), located at 4501 Capper Road, Jacksonville 32218. The in-person hearing will begin as an open house format from 4:30-6:30 p.m. A formal presentation will begin at 6:30 p.m., followed by an opportunity for attendees to provide verbal comments.

The purpose of the hearing is to give interested persons an opportunity to express their views concerning the location,conceptual design, and social, economic and environmental effects of the proposed improvements. All hearing materials, including the presentation are available now for your review, download and comments on the project website. As of September 12, 2023, draft documents will be available for review during normal business hours at the following locations:
