U.S. 17 (State Road 15) from Oak Street to Black Creek Roadway Improvements
Overview

FDOT is proposing roadway improvements on U.S. 17 (State Road 15)from Oak Street to Black Creek to help eliminate long delays for northbound traffic on U.S. 17 (State Road 15). The proposed changes were designed alongside the City of Green Cove Springs as part of their Downtown Improvement Plan

Proposed Changes Include:

  • Construct intersection improvements at CR 209 (Russell Road) that include replacing the existing traffic signal, adding directional islands in the median, adding a new signal at Mahama Bluff Road, lengthening the northbound left turn lane on U.S. 17, and enhancing roadway lighting. The improvements will coincide with Clay County’s CR 209 (Russell Road) widening project, which is currently in the initial construction phase.
  • Modify the existing median opening at Biovin Road and CR 209. The existing full median opening will be converted to a directional median opening allowing for southbound to eastbound turn movements from U.S. 17 to CR 209. The proposed changes were designed alongside the City of Green Cove Springs as part of their Downtown Improvement Plan to help eliminate long delays for northbound traffic on U.S. 17.

Hybrid Public Meeting (Tuesday, March 5, 2024)

The Florida Department of Transportation (FDOT) will host a hybrid public meeting Tuesday, March 5, 2024, online at https://attendee.gotowebinar.com/register/6663516989516609880 or by phone at (213) 929-4212 (enter access code 729-015-093) to discuss proposed roadway improvements on State Road 15 (U.S. 17) from Oak Street to Black Creek. Citizens may attend the meeting in person at the Heritage Baptist Church at 4325 U.S. 17, Fleming Island, FL 32003. FDOT staff and consultants will be available from 4:30 to 6 p.m. to answer questions and accept comments. A formal hearing and public comment period will begin at 6 p.m.

Persons wishing to submit written statements in place of or in addition to oral statements may do so during the meeting or any time before March 15, 2024 by emailing Lenny.DeAngelo@dot.state.fl.us or mailing Lenny De Angelo, 2198 Edison Avenue, Jacksonville, Florida 32204. All exhibits or statements postmarked on or before March 15, 2024 will become part of the public record.
