New Kings Road from Trout River Boulevard to Soutel Drive proposed improvements
Overview

This project proposes various improvements along New Kings Road (State Road 15) from Trout River Boulevard to Soutel Drive to increase safety for motorists, pedestrians, bicyclists and other users of the corridor and to enhance the aesthetics of the corridor, which lies within the King Soutel Community Redevelopment Area (CRA).

In partnership with the City of Jacksonville Community Redevelopment Area (CRA), FDOT proposes the following improvements:

  • Replace the existing two-way left-turn lane with a raised median between Gilchrist Road and Mattox Avenue to reduce conflict points and improve traffic operations.
  • Construct a dedicated southbound left-turn lane near Mattox Avenue to maintain access.
  • Install landscaping to enhance the corridor and support community beautification efforts.

The Florida Department of Transportation (FDOT) will host a virtual public meeting Wednesday, Dec. 9, 2026, at https://attendee.gotowebinar.com/register/2908340654814523734 to discuss proposed improvements on New Kings Road (State Road 15) from Trout River Boulevard to Soutel Drive. FDOT staff and consultants will be available from 4:30 to 5:30 p.m. to answer questions and accept comments. A formal presentation and public comment period will begin at 5:30 p.m.

Interested parties can attend the meeting in person at The Legends Center, 5130 Soutel Drive, Jacksonville, FL 32208. FDOT staff and consultants will be available from 4:30 to 6 p.m. to answer questions and accept comments. A formal presentation and public comment period will begin at 6 p.m.
