Overview
This project proposes a median modification at the intersection of Lem Turner Road (State Road 115) and Robena Road to improve safety for motorists.
The intersection currently has a full median opening on State Road 115 at Robena Road. This configuration allows all turning movements between Robena Road, State Road 115 and the shopping center located east of the intersection.
FDOT proposes the following improvements:
- Directionalize the existing median opening at State Road 115 (Lem Turner Road) and Robena Road.
- The current full median opening will be modified to allow only northbound and southbound left turns onto Robena Road and the shopping center, respectively.
- Drivers will no longer be able to make left turns or through movements from the side streets.
- Construct a new southbound left-turn lane and U-turn on State Road 115 to accommodate drivers traveling eastbound on Robena Road who wish to travel north on State Road 115.

Virtual Public Meeting (Tuesday, June 9, 2026)
The Florida Department of Transportation (FDOT) will host a virtual public meeting Tuesday, June 9, 2026, online at

FDOT staff and consultants will be available from 4:30 to 5:30 p.m. to answer questions and accept comments. A formal meeting and public comment period will begin at 5:30 p.m.
In-Person Public Meeting (Wednesday, June 10, 2026)
The Florida Department of Transportation (FDOT) will host a public meeting on Wednesday, June 10, 2026, to discuss the proposed median modification on Lem Turner Road (State Road 115) at Robena Road. Citizens can attend the meeting in person at the Highlands Regional Library located at 1826 Dunn Ave, Jacksonville, FL 32218. FDOT staff and consultants will be available from 4:30 to 6 p.m. to answer questions and accept comments. A formal hearing and public comment period will begin at 6 p.m.
