Southside Boulevard resurfacing from JTB to U.S. 1/Southside at Deerwood Park Interchange improvements
Overview

The Florida Department of Transportation is making changes to the intersection of Southside Boulevard and Deerwood Park Boulevard/A.C. Skinner Parkway. The improvements to this intersection will enhance the flow of traffic in all directions.

Starting in the SB direction of Southside Blvd, new movements will include a combined right turn lane to access AC Skinner Pkwy while providing a through lane to the service Rd. Additionally, a double left U-turn, south of the intersection, will be installed eliminating the existing left turn movement immediately at the intersection. Motorists traveling Northbound on Southside Blvd will benefit from a new signalized double right turn lane onto Deerwood Blvd. and an identical U-turn just north of the intersection to access AC Skinner Pkwy. Deerwood Blvd. will enhance left turn movements by increasing the travel lanes from the existing two to three while also dedicating a right turn slip lane providing motorists the opportunity to accelerate into oncoming traffic. The through lane from AC Skinner Blvd to Deerwood Blvd will be eliminated, however, the left turn movements will be increased to two lanes along with a signalized right turn lane allowing for traffic to accelerated on SB Southside Blvd.

These changes will create better flow in the corridor and reduce congestion by allowing more green-light time for north and southbound Deerwood Park Boulevard and improving safety by reducing the number of conflict points at the intersection.

Improvements include milling and resurfacing, shoulder treatment, drainage upgrades, sidewalks, crosswalks, new traffic signals, highway signage, lighting, and other incidental construction. The project will also enhance traffic flow at the intersection by adding travel lanes and implementing new movements for left and right turns. A companion project (445340-1) includes milling and resurfacing Southside Boulevard from Butler Boulevard (State Road 202) to Philips Highway.

Public Hearing (Wednesday, October 23, 2019)

The Florida Department of Transportation (FDOT) will host a public hearing regarding proposed changes to the roadway, striping and medians at the intersection of Southside Boulevard (S.R. 115) at Deerwood Park Boulevard/A.C. Skinner Parkway. Those interested can drop by anytime between 4 and 6 p.m. to learn more about the proposed changes and speak with FDOT staff and consultants. A formal public hearing will begin at 6 p.m.

The hearing is Wednesday, October 23 at the Southeast Regional Library, 10599 Deerwood Park Blvd., Jacksonville, FL 32256. It will begin with an open house from 4 to 6 p.m., followed by a public comment period at 6 p.m. Attendees who complete a speaker’s card will have the opportunity to make an oral statement that will become part of the public hearing record. Persons wishing to submit written statements or other exhibits in place of or in addition to oral statements may do so at the hearing or by sending them to Chris Rhude, 1109 South Marion Avenue, MS 2002, Lake City, Florida 32025. All exhibits or statements postmarked on or before November 2, 2019 will become part of the hearing record.
