Atlantic Boulevard at 3rd Street Operational and Pedestrian Improvements
Overview

American Lighting and Signalization, Inc. is the contractor for this intersection and pedestrian safety improvements project, which includes:

  • Milling, resurfacing and restriping approximately 900 feet of pavement through the intersection of Atlantic Boulevard (State Road 10) and 3rd Street (State Road A1A).
  • Lengthening the existing raised median on 3rd Street between Atlantic Boulevard and Lemon Street to eliminate the existing southbound 3rd Street to eastbound Lemon Street left turn movement.
  • Marking the inside two lanes of northbound 3rd Street as left turn only and marking the outside lane with the option to turn right or proceed straight through the intersection.
  • Adding a raised lane divider to southbound 3rd Street to provide a crosswalk refuge point for pedestrians crossing 3rd Street.
  • Adding pedestrian lighting improvements to the northeast, southeast and southwest corners of the intersection.
  • Widening the right turn from eastbound Atlantic Boulevard to southbound 3rd Street to prevent vehicles pulling trailers from encroaching on the sidewalk/pedestrian landing.
  • Installing Pedestrian Hybrid Beacons on 3rd Street on the south side of Bay Street and on 3rd Street on the south side of 15th Avenue North.
  • Milling, resurfacing and restriping approximately 60 to 120 feet of pavement at each crosswalk location.
  • Providing crosswalk refuge points for pedestrians in the medians as well as bulb outs at the crosswalks to prevent vehicles from parking in the crosswalks.
  • Installing additional lighting and drainage at both crosswalk locations.

Hybrid Construction Open House (Tuesday, November 16, 2021)

FDOT will host a hybrid construction open house from 4:30 to 6:30 p.m. on Tuesday, November 16, 2021 to discuss planned intersection improvements and pedestrian safety enhancements and installation of crosswalks at 15th Avenue North and Bay Street. Interested citizens may attend the open house in person at the Beaches Branch Library, 600 3rd Street, Neptune Beach, Florida, 32266.

Access Management Hearing (Tuesday, June 18, 2019)

The Florida Department of Transportation will hold an access management hearing to discuss proposed changes to the roadway, striping and medians at the intersection of Atlantic Boulevard at 3rd Street in Neptune Beach. Proposed improvements include restriping, minor widening and median changes to adjust traffic movement through the intersection, as well as removing the top layer of asphalt and resurfacing of 710 feet of roadway around the intersection.

The hearing is Tuesday, June 18 at the Beaches Branch Library, 600 3rd Street, Neptune Beach, Florida, 32266. It will begin with an open house from 4:30 to 6:30 p.m., followed by a public comment period at 6:30 p.m. Attendees who complete a speaker’s card will have the opportunity to make an oral statement that will become part of the public hearing record. Persons wishing to submit written statements or other exhibits in place of or in addition to oral statements may do so at the hearing or by sending them to Jeff Daugharty, 2198 Edison Avenue, Jacksonville, Florida 32204. All exhibits or statements postmarked on or before June 28, 2019 will become part of the hearing record.
