SR 21 (Blanding Boulevard) Access Management Improvements from south of Wells Road to Ortega River
Overview

The intersection of SR 21 (Blanding Boulevard) and Wells Road, located just south of Duval/Clay County line, is experiencing significant congestion during peak hours. SR 21 (Blanding Boulevard) is a major north-south road in Clay County connecting residential homes and businesses to I-295. Wells Road is a major east west connector serving residential and commercial centers between US 17 and SR 21 (Blanding Boulevard).

This access management project is being conducted to relieve congestion and enhance safety at the SR 21 (Blanding Boulevard) and Wells Road intersection. The project will close median openings in front of the Taco Bell and Orange Park mall entrance and redesign the intersection of SR 21 (Blanding Boulevard)/Wells Road intersection to improve the flow of traffic and enhance safety for all users.

Access management is the careful planning of the location, design and type of access to properties, businesses and homes. This also includes median openings and driveway opening guidelines. Access management serves to promote safe and efficient movement of people and goods by reducing conflict.

Hybrid Public Meeting (Tuesday, April 2, 2024)

FDOT presented proposed access management improvements on Blanding Boulevard and Wells Road at a hybrid public meeting in September 2023. Since that time FDOT is proposing additional safety and access management improvements on Wells Road and these changes will be presented at this public meeting. FDOT staff and consultants will be available from 4:30 to 6 p.m. to answer questions and accept comments. A formal meeting and public comment period will begin at 6 p.m.

The meeting will be at the Orange Park Library (Meeting Room A) at 2054 Plainfield Ave. in Orange Park, Florida 32073
