Blanding Boulevard from south of Wells Road to Ortega River Access Management Improvements
Overview

The intersection of Blanding Boulevard (State Road 21) and Wells Road, located just south of Duval/Clay County line, is experiencing significant congestion during peak hours. Blanding Boulevard is a major north-south road in Clay County connecting residential homes and businesses to I-295. Wells Road is a major east-west connector serving residential and commercial centers between U.S. 17 and Blanding Boulevard.

This access management project is being conducted to relieve congestion and enhance safety at the Blanding Boulevard and Wells Road intersection. The project will close median openings in front of the Taco Bell and Orange Park Mall entrance and redesign the intersection of Blanding Boulevard and Wells Road to improve the flow of traffic and enhance safety for all users.

The Florida Department of Transportation (FDOT) is scheduled to begin work for the project in summer 2025.

Hybrid Construction Open House (Wednesday, July 30, 2025)

FDOT will host a hybrid construction open house on Wednesday, July 30, 2025, from 4:30 – 6 p.m.

The public is invited to attend the open house in-person at the Orange Park Library, Meeting Room A, 2054 Plainfield Ave, Orange Park, FL 32073.

The meeting is also being hosted virtually, and the public can register online by clicking here (Webinar ID: 203-235-667).

Both virtual and in-person participants will be given equal opportunity to ask questions and learn more about the project directly from project team members.
