State Road 134 (103rd Street) Resurfacing from Shindler Drive to Firestone Road
Overview

The $6 million resurfacing project along two miles of 103rd Street (State Road 134) from Shindler Drive to Firestone Road is scheduled to begin in spring 2023 and be completed in summer 2024. The project includes roadway milling and resurfacing; pedestrian, sidewalk and bus stop upgrades; bike lane grate replacements; curb ramp ADA upgrades; driveway repairs; traffic signal updates and Ortega Creek Bridge deck, joint and beam repairs.

The project also includes median modifications at three intersections within the project limits to prevent through traffic and left turns onto 103rd Street. Directional medians will be installed at the Kinkaid Road and California Avenue non-signalized intersections and at the signalized intersection at Shindler Drive. In addition, medians will be modified and turn lanes will be extended west and east of Kinkaid Road and California Avenue to facilitate safe U-turns. A public meeting for the proposed changes will be held Thursday, June 23, 2022, at the Charles Webb Wesconnett Regional Public Library, 6887 103rd Street, Jacksonville, Florida 32210. The open house portion of the meeting is scheduled from 4 to 6 p.m., followed by the public comment period at 6 p.m. The public is invited to attend in-person or virtually to learn more about the project and to submit comments regarding the median changes. FDOT will host a hybrid access management hearing to discuss proposed median modifications at Shindler Drive, Kinkaid Road and California Avenue on 103rd Street (State Road 134), Thursday, June 23, 2022, from 4 to 6 p.m. (informal open house) and public comments beginning at 6 p.m.

Citizens may participate online at https://attendee.gotowebinar.com/register/3702457395101631501 or by phone at (914) 614-3221 and enter access code 834-495-747.

Citizens who are unable to participate virtually may attend the hearing in person at the Charles Webb Wesconnett Regional Public Library located at 6887 103rd Street, Jacksonville, FL 32210. Both virtual and in-person participants will be given equal opportunity to ask questions and make oral statements that will become part of the public hearing record.

Persons who wish to submit written statements or other exhibits may do so prior to or during the hearing in the comments section at nflroads.com/VPH. Citizens may also submit questions, statements and other exhibits by sending them via email to FDOT Project Manager Wayne Tooker Jr., MPM, at Wayne.TookerJr@dot.state.fl.us or via traditional mail to 1109 S.
