Blanding Boulevard (State Road 21) Intersection Improvements from South of Wells Road to the Ortega River
Overview

The Florida Department of Transportation is reconfiguring the intersection of Blanding Boulevard (State Road 21) and Wells Road, located just south of the Duval and Clay County line. The improvements to this intersection will enhance the flow of traffic in all directions.

The intersection is experiencing significant congestion during peak hours. Blanding Boulevard is a major north-south road in Clay County, connecting residential homes and businesses to I-295. Wells Road is a major east-west connector, serving residential and commercial centers between U.S. 17 and Blanding Boulevard.

The project will close median openings in front of the properties to the west of Blanding Boulevard, south of the intersection.

Northbound travelers seeking to access these properties will make a U-turn on Blanding Boulevard, slightly north of Wells Road at the newly constructed traffic signal, to make a right-hand turn into the properties.

Southbound Blanding Boulevard travelers seeking to go east on Wells Road will enter the channelized intersection and continue to their destinations after exiting the displaced left turn lane.

Westbound Wells Road travelers seeking to go north on Blanding Boulevard will experience minimal changes.

Westbound Wells Road travelers seeking to go south on Blanding Boulevard will have two options.

Option One: Westbound Wells Road travelers to the west of the displaced left turn lane will access southbound Blanding Boulevard via U-turn at the newly constructed traffic signal.

Option Two: Westbound Wells Road travelers east of the displaced left turn lane will use the traffic signal at the intersection and continue south on Blanding Boulevard toward their destination.

Additionally, westbound travelers on Wells Road seeking to continue west will turn north onto Blanding Boulevard, make a U-turn at the newly constructed traffic signal, then make a right-hand turn onto westbound Wells Road.

Eastbound Wells Road travelers seeking to continue east on Wells Road, north on Blanding Boulevard or south on Blanding Boulevard will experience minimal changes. This intersection reconfiguration is being conducted to relieve congestion and enhance safety at the Blanding Boulevard and Wells Road intersection.

FDOT will host a hybrid construction open house on Wednesday, July 30, 2025, from 4:30 – 6 p.m.

The public is invited to attend the open house in-person at the Orange Park Library, Meeting Room A, 2054 Plainfield Ave, Orange Park, FL 32073.

Both virtual and in-person participants will be given equal opportunity to ask questions and learn more about the project directly from project team members.
