University Boulevard (State Road 109) Resurfacing and Median Modifications
Overview

As part of a planned resurfacing project on University Boulevard (State Road 109) from San Jose Boulevard (State Road 13) to I-95, FDOT is considering median modifications to reduce crashes at high-conflict areas within the project limits.

FDOT proposes installation of a directional median opening with traffic separators at Chester Avenue to eliminate the left turn movement from Chester Avenue to westbound University Boulevard, as well as installation of a 4-foot traffic separator from Chester Avenue to Powers Avenue to direct left turn movements to the signalized intersection at Powers Avenue.

FDOT also proposes installation of a 4-foot traffic separator from west of Richard Street to east of Cagle Road to direct left turn movements to the signal at Richard Street and installation of a left turn directional median at Cagle Road to eliminate the northbound left turn movement at this intersection.

Public Hearing (Monday, November 14, 2022)

FDOT will host a public hearing to receive input regarding the proposed median modifications on Monday, Nov. 14, 2022. The meeting will take place virtually and in-person at the FDOT Urban Office Training Center located at 2198 Edison Avenue, Jacksonville, FL 32204. FDOT staff and consultants will be available from 4 to 6 p.m. to answer questions and accept comments. A formal presentation and public comment period will begin at 6 p.m.

Participants who are unable to attend the webinar virtually or in-person may listen to the meeting by calling (562) 247-8422 and entering access code 806-490-262.
